DMOZ.Org is the largest, most comprehensive, human edited  directory of websites on the net. Dmoz is edited by volunteer editors.

Yahoo! Web Directory
Yahoo!'s pay-for-inclusion directory. Some sites are listed for free, but most commercial sites pay $300 / yr. for directory listings.

Google Directory
Google Directory is a copy of the Dmoz.org index, but with the options of listing sites according to their PageRank.

Best of the Web Directory
Another large hand edited web directory; submissions cost $100 each.
